I used Substance Designer in college and loved it. It makes drawing textures by hand seem ridiculous for anything more than a single 3D scene. It's also fun to use, because you don't have to know how to draw. I remember doing a tutorial like this one, which was good. It had distinct steps in it, but the end product is complex enough to be really satisfying to create. If anyone's interested in the actual workflow of procedural textures, check out this tutorial, since the video Sword posted is more conceptual.
Substance Designer is prohibitively expensive, and I'd heard there was nothing else like it, but it sounds like that's not true anymore (bless the Blender devs). This also mainly applies to 3D PBR textures, and has way more tools than needed for most 2D or low-res 3D games.
Tilemancer has been shared around here a couple times, but it's a node-based tile generator for small resolution tiles (~16-64 pixels).

According to the devs, it's been (being?) superceded by Tilesetter, but I'm not sure it uses the same tile-generation function of Tilemancer. However, Tilemancer still allows you to write custom nodes in Lua, so at least it's expandable if you put in the work yourself.

Thought this was a thread about game design discussion. Which is to say, generally all discussion on this "Game Discussion" forum. So, yea everything kinda falls into that category.
As you seem to just want to have this be a thread where you post memes and youtube videos about the general idea of maybe making games, you should make that more clear in the title of the thread. Maybe, "Non-relevant Game Dev Multimedia"

letting other (competent) people do the discoursing is the objectively better decision.
why waste time and energy directly engaging people (...who?) for what amounts to minimal or a basically-zero return, at BEST?
there is a thriving and burgeoning discourse, on youtube, for example.
you should be lucky to improve your watch recommendation/algorithm, or maybe you should be honoured to provide the discourse which you also wish for.
I'm not really sure what you or I are expecting from this thread.
