How does someone make a contest? can anyone make one or only sum people? like, if i wanted to could i make a contest where the point is to make the best robot game? by contest, i mean the ones like RGC or hotohr

You can make a contest if you want, but they key to getting people to join is having good presentation and a topic that is general enough for people to want to compete. If it's "best robot game," you're not likely to get lots of people interested. This is why most contests are more encompassing like "best 8-bit game" or "best traditional RPG."

Also, having a good prize will contribute toward people entering.
