Well, okay, he CAN dither. But given the colors he's using, there's really no reason he should. There's no feasible way he could do it and not make the sprites mud-ugly is my point.

Dithering should be kept minimal and with purpose if you're still new to pixel art (and even then shouldn't. I'm guilty of overusing it myself but whenever I get around to it I'm going to work towards undoing a lot of my mistakes.
For that gator.. It looks like you did a poor job shading and then dithered it in hopes of it looking good.
The robot... The dithering doesn't work at all and isn't even actual shading.

For what it's worth, Ronin, I think your hero sprites are pretty good. They are blockey of course, but that is okay for an 8-bit game. And I think their posture actually reminds me of old-fashioned cartoon characters (Steamboat Willy, Bosco, and the like.)
I especially like the stepping frame for the first hero, it looks like he is doing a little dance. In fact, maybe you should even move that frame one pixel down to emphasize that effect when he animates.

I'm not against changing the colors of individual characters. At this point, it only matters that the first guy wears at least one of my three blues(being a policeman).
