I want to second the notion that the color rules should be kept simple. A 16 color master palette with a 4-color (counting tranparency) limit for sprites and tiles. Seem like a good simple approximation of NES style, and then we can focus on making on fun games more than we focus on color rules.
EDIT:isn't this week or next week "finals week" at most colleges?

Unless I'm missing something, why not just start it as soon as possible and then just push back the finish date to something that's acceptable to all contestants? Not sure why time crunch has to be part of the contest.

Oh, so when James says it it's no big deal but I get harassed for it! Well whatever, no matter what the start time you know my entry is going to be amazing!

What I meant was "I agree with Shizuma" but I used too many words (and not enough of them were "Shizuma")
