I'm trying to import a new master palette to make sure I don't accidentally go over the 16 color limit somewhere for the 8-bit contest, but when I import my palette, uh...well, just look:
The palette I'm using is just a top row of colors and the rest is black. I've also tried this by copying the same row of colors to all rows, got the same thing.

if you're importing from a bmp, the OHR reads the palette used for the BMP rather than the image of the BMP itself. Meaning, your entire image could be blank when importing, but the OHR will still read the palette that was used for the image.
So, if you're using a BMP, make sure you change to Image>Mode>Index Colors, then change it to "Exact"
