Is there some setting that makes an attacker attack twice

While having only 1 hit/attack?
I find my hero and enemies sometimes attacking twice even though they have only 1 hit .
Using turn based battle.

There are settings for Extra Hits both in the hero's stats and also the Extra Hits setting in the Attack definition itself. Make sure Extra Hits are 0, not 1.
