Sharn
It only takes two eldritch blasts to damage the lock enough that Sharn can force the door open.
From the rooftop of this building, Sharn's mage hand can reach a much larger swath of the roof. Great clouds of steam billows into the sky as more of the flame is extinguished.
From this vantage point, Sharn can easily put out somewhere between 1/3 and 1/2 of the remaining fire, although it will take a little time.
Ebald and Evangeline
After Ebald checks on Cece, he begins looking into rooms and searching for people.
The first room he checks is completely bare except for cobwebs. No furniture of any kind is present. Just like in the hallway, the flames are bleeding through the roof and nibbling at the tops of the walls.
The second room is also completely bare, just more cobwebs, and a bunch of graffiti scrawled on the walls.
The third room (one of the few with a working door) has a crude bedroll on the floor, a lone chair with no table, and a wooden crate. There are some scraps of food on top of the chair, but no sign of any person.
About this time, both Ebald and Evangeline notice the sound of water quenching flames coming from above, and see dirty soot-filled water beginning to rain-down though the holes that the fire had been burning in the roof. The water is raining down from the ceiling in the west end of the building, both in hallways and inside rooms.
The flames on the east end of the building continue eating away at the wood unabated.
Cece and Petrol
In reply to Cece's query " 'ow deed thees place get so bad? 'as the fire already been 'ere?", Zargorina replies;
"Oh, nobody has lived on the top two floors in ages! The floors are all sliming rotten up here." She stomps on the flooring for splinter-cracking emphasis. "Can't get Shakespeare to fix a damn thing downstairs, so why would he bother with upstairs?"
Caldon
Abandoning the green-skinned man and his "babies", Caldon continues his circuit of the second floor.
He finds no other people, nor any evidence that any people are still unevacuated from this floor. It seems like most of the people who live here are smart enough to get outside on their own.
Near the back of the building there is an alcove with a small door that opens into a garbage chute. On the floor near the chute is a necklace. Most of the beads seem to be beaten copper, but a few of them are sparking and translucent. It isn't fancy by Caldon's standards, but is probably a prize possession for some poor penniless wretch who lives in a building like this.
Normin
Normin follows the dwelf man into the west stairwell door.
The man has stopped halfway up the first flight of stairs, and is staring at amazment at the little rivulet of water that is cascading down the stairs.
"Where in the dragon-blazes is all this water coming from?" he asks. He isn't looking at Normin as he says it, and appears to be talking to himself. He proceeds up the stairs, two-steps at a time, around out of sight.
Kailyn
Kailyn doesn't have any idea where the headquarters of the Executioner's guild is located.
As he walks along the street, wondering which pretty/handsome young thing to ask for directions, he almost immediately spots an attractive young Guild Executioner!
Her hands and the skin on her neck below her expressionless wooden mask are a lovely shade of black, and she has light blue locks of straight hair peeking out from under her uniform hood. She is standing at a jaunty angle resting her hand on the sword at her hip, and staring up into the sky at the plumes of smoke and steam. On her back are the tiny vestigial wings of an Aasimar, and her white uniform coat has some extra embroidered embellishments around the holes that were cut to make room for them.

"Why not agree that it is somebody's bath overflowing?" He suggests as he continues upward, while remaining apathetic to the pacing of the Dwarf's movement. Once able he places the bucket under the flowing water to recover any spilled water, "Since you seem to be willing to provide aid, may I convince you to help a peg legged fellow carry his drinks out before his foolishness ends him? I am just a frail gnome, but I still wish to reduce any accountability on my part. Somewhere on the second floor, I believe."

Well now! Kailyn waves his hand before his face, giving his eyes that extra sparkle of charm before walking up to the woman.
"Greetings and the most wonderful of days to you! I am the Count Kailyn Kandel, at your most esteemed service."
Kailyn makes a grand bow then continues:
"Might I have the honor of knowing whom I am addressing? It is only proper that I know the fair name of the fair creature before me so that I may address her properly."

Being from the third world, I reserve the right to speak in the third person.

Sharn
Sharn continues to splash bucket-water back and forth across the roof. She sends water cascading into the street, which results in cheers from the crowd below. There is so much white steam rising from the now-quenched portion of the building, that it is getting hard to see the fire that still rages on the far side of the building.
Suddenly the sky directly above the building splits open, and a powerful wind fans the flames outward in all directions. A torrent of sand begins falling down out of thin air in a column on top of the building, as if one column of sky had decided to suddenly become a miniature sandstorm.
Cece and Petrol
"Just here to help the fire-mistress!" says Zargorina to Petrol
And in reply to Cece's query, she cheerful answers "Oh, Shakespeare Seneca is the filthy sliming landlord. Big ugly fellow! Dwarfy red beard, hideous Elfy ears-- no offense intended, Mistress!" She tugs upward on one of her own overside pointy ears, as if to illustrate how hideous it would unarguably be if it was elfy.
They all hear the sudden sound of the sandstorm above.
Caldon
The Second floor seems clear, and isn't falling down.
Caldon starts up to the third floor. He can see the central courtyard from the inner window in the stairwell. The falling burning detritus from above seems to have ignited the inner walls on the first floor.
Just as he realizes this, a violent rain of sand blots out the window, pounding against the glass of the window, smothering the flames below. Fine tan grit begins to rapidly accumulate on the windowsill.
Normin
"Peg leg? Drinks?" says the dwelf man. Then he rounds the corner of the stairwell, and spots the heap of liquour casks propping open the second floor door.
"Hamilcar! You damn fool!" bellows the dwelf, as he dashes up the stairs through the door. An instant later, Normin sees the dwelf dragging the green peg-legged man through the door. The two men struggle, sending wine casks bouncing down the stairs
The two men fight and shout. The dwelf is obviously much stronger stronger, but the green man is fighting like a madman, with no qualms about using his teeth. The shouts turn to screams, and more casks fall down the stairs, some braking, some bouncing, but Normin is able to evade them.
The sound of the sandstorm is added to the sound of the fire.
Ebald and Evangeline
Ebald can see water beginning to leak through the roof of the room his is currently investigating, quenching flames, and falling down like black-muddy rain on the cot and box.
Evangeline, still in the hallway by the staircase, hears the sudden rush of wind and the first sand hitting the roof forcefully. Sand spills down the roof-flight of the stairwell, and is soon an inch deep on the treads of the stair.
Kailyn
The Executioner looks Kailyn up and down quickly, and then glances around the street, as if checking to see what trouble he is trying to distract her from.
Seemingly satisfied that nothing is going down behind her back right now, she answers Kailyn;
"Executioner Delphi, at your service. How can I assist you, citizen?"

Normin is unable to dodge the first, and it breaks open on him, drenching his already-wet clothes and hat with sticky berry wine.dex save wrote:just barely failed

Sharn quickly reels in the bucket. Things are getting a little bit crazy here. She takes the bucket and heads down stairs. She doesn't run. She's done a lot and with that sandstorm suddenly appearing, Sharn suspects magical sources at work.
Still, Sharn plans to head to the other building, on the opposite side of the burning building, and get up on its roof.

Normin retreats to avoid more of the oncoming wine caskets. It does not seem like he'll be able to aid in the fire at this rate, but at least the fate of the stubborn drunk no longer burdens him as it rests on another soul now.

"And 'e knew the buildeeng was like thees?!" Cece's hideous elf ears are flushed red with rage! "Eet ees 'ees duty to make sure 'ees tenants 'ave a safe place, not THEES!" she shouts over the roaring sandstorm, giving the floor a good STOMP for emphasis!
She's going to start looking this place over for any other perceived signs of neglect or abuse of his landlord responsibilities! #1 on her list: Why isn't he in here helping?
