I wish I coud stop procrastinating.
For some reason I keep procrastinating, but it might be due to the fact I keep wasting time instead of learning to program.

One of the methods I heard is to have a text file with the things you need to do, but the tasks broken down into incredibly basic steps over a much longer than necessary time period. Instead of, today I need to program a dialog system, you instead put down 11:30, put down "if" statement, 12:00, put down "else if" statement and so forth. This makes you think you're doing more than you really are. And the beauty of this is you can change the timescale depending on how you're feeling that day. Instead of 12:00 when you're writing that else if statement, it could be 11:45. Or Wednesday. Just as long as you make the conscious effort to do the work you've written down as doing at that time you gradually chip away at what you thought was an insurmountable mountain.

Spreadsheets can be really nice too. Writing down all the tasks you need to do is a great way to stave off procrastination, because if you're trying to simply remember what you need to do, your brain is dedicating space to remembering. If you write all the stuff down, you don't have to worry about forgetting what needs to get done! Spreadsheets are nice specifically because you can sort things automatically. You can make a column for priority, difficulty, progress, etc., and then sort based on whichever category you need at the time. Usually priority is most useful to sort by.
There's some advice I saw here long ago, I think it was Bob, saying that often forcing yourself to work on something for 20 minutes is all you need to do. More often than not, once you've worked for that long, you build up momentum, and you no longer need to force it. If you're still struggling to motivate yourself after 20 minutes, maybe take a break. Can't force passion.
Also, prioritize your tasks based on importance, but don't be afraid to do something fun and pointless if you're really struggling to work on the important things. If I found myself staring at something complicated, like the level generation code in Katja, for an hour without getting anything done, I'd say screw it and add something dumb, like hats on all the units.

Sounds like the only thing you're doing wrong is assuming you need to do everything right now.
Learning to code or making games in general isn't a school assignment you need to finish by the end of the semester.
You have your whole life to figure this stuff out and make the games you want to.
If you're procrastinating, then chances are you don't see it as something fun to do, more like a chore.
Take your time.
Have fun with it.
