where is the server located? im in maine, and i usually get 3-4 bars (maybe a 1 second lag).

Probably not. I'm connecting from southern-central Tennessee and I rarely get lag - maybe once or twice every two months, on average. But when the lag hits, it hits hard.
Speaking of lag, the supposed improvements Jeb implemented on the natural delay of redstone has not changed the fact that the Zipper Elevator in NJ still does not work. It might have been a doomed project to begin with, because the elevator I made in single-player doesn't work either.

64 bytes from lax13.multiplay.co.uk (72.51.38.209): icmp_req=1 ttl=56 time=185 ms
Weird URL that ping reports. If it were really in the UK, my ping would be ~300ms. Maine to San Francisco should give you a latency of 100ms or less.
What do people mean by lag? The I-hate-doors-with-pressure-plates-or-worse-buttons-because-it-takes-multiple-attempts-to-go-through-them type that I have? Or where you can't break/place blocks? The later isn't lag, it's something wrong with the server.
180ms is admittedly pretty low, but latency gives me no visible effects aside from door trouble.

Both, in my case. It's mostly the former, but I've come to believe that redstone-related triggers (pressure plates and buttons send a signal even if there isn't any redstone placed) and reactions are just naturally laggy on all SMP servers everywhere.
The latter happens less frequently, that was the kind of lag that I said I experienced about once or twice every two months.

The server is hosted by Multiplay, which is a U.K. company, but the server is located in a data-center in Los Angeles. (hence the lax13. prefix)

I lag simply because my computer hates me. It has nothing to do with the server.

I rebooted the server just now. I noticed according to the logs that it seemed to be using a lot of memory, even after everybody had logged out last night.

Well, then the memory usage must not have had anything to do with it, because it is still normal.
Try a speedtest to a Los Angeles Server:

Mine tests at 2.81 mbps down, and 2.92 mbps up
(I am at work where I am on a symmetrical link, which is why my upload speed is unusually high. I would not expect anybody else to have a number nearly that large)

Upload Speed: 934 kbps (116.8 KB/sec transfer rate)
That's with netflix running.

The server seems laggier then usual for me.
