One-Time Tag Bug

I don't know if there's some kind of new engine feature that's causing this, but whenever I try to set one-time tags they always choose tag 5. This is a huge problem for me, since if all the one-time tags are on the same number, then activating one tag actives the tag for all of them. Is there any way to fix this or did I just find a bug?

Switching back and forth between one-time and not one-time should keep using the same number.

If you leave something using one-time 5 and then go to a different thing and set that to one-time, and it still uses 5 then that is a problem

What's amusing is that back when switching between Usable Repeatedly and Usable Only Once incremented the tag number regardless, there were a number of complaints from people worried that the tags were getting wasted (they weren't).

So you mean it's broken? The gif you posted doesn't show a bug.
Could you describe the two NPCs which have the same onetime tag. Are they global or local NPCs, on same or differing maps?

It only happens on the global npcs. The local ones work as intended.
