My personal favorite strategy is to alternate strategies. First if focus on clearing as many tiles as possible-- letting Devs eat willy-nilly, and doing as many spatulas as I can regardless of completed waffles. This concentrates the Devs at the bottom. Then I switch strategy, build a hasty butter+syrup ceiling over them, and try to serve a few waffles to customers before everything gets pushed up too high. Then you switch back to the first strategy.
The logic for when Devs "punch" unfinished tiles is actually super simple, but I agree that it is very non-obvious.
If a Dev has 3 or more solid tiles in the 4 tile space above their head, then they are eligible to punch. Only one Dev can punch per round
EDIT: there was supposed to be an easter egg when you hit 50 waffles served, but I screwed it up, and will have to fix it in the next release.
