My thoughts: put all the colors into the custom palette and just advise people not to use too many at once. Then, the judges can mark games down for using too many colors if they wish (I'd imagine that this would be for like, 30 colors on the screen, not 17).
If you only put one 16-color palette into the RPG file it would be very limiting for the rest of us. Different games have different color needs, and I don't think you would be able to create a palette that'd work for all of them.

While I do agree with your statement, Mazin, it ultimately levels the playing field for everyone. In my opinion, having only 16 colors at your disposal makes me beleive people would have to be a lot more creative to express their ideas in the game.
I like that palette that Twin mentioned...
If we don't do 16 colors, are you saying that we should do the 53 like discussed before and maybe just count off points for those who go over a specific color limit? That could be a possibility....

That's a pretty good palette, but it appears to lack black and white, which are essential. It has too much gray for a NES-style palette too.

Well, I've been thinking. When people are working to get a contest entry done, they have better things to worry about than "how many colors am I using right now?" Since this is a contest I don't really expect any of the games to be big enough to need more than 16, I just think it'd be better if each game had a palette custom-made for it. I don't think this would be too hard to do, there are only a few of us.
I would probably use this one:

(colors taken from my copy of the NES palette)
Heh, and if you'd rather everyone use the same 16 colors, then this palette is my suggestion. I do a lot of NES-style work and these are the colors I use the most.

With that being said, I really like that palette too. It doesn't really have a brownish color, but I guess you could improvise.
Okay, i've decided that the limit should be a 16 color palette. Now, to figure out whether or not all should use the same palette, different ones, or allow you to make your own.
I've also decided that I would like for the contest time to span over about a week. Longer than a 48 hour contest, yet much shorter and less time-consuming than a month long one.
I want to tweak the scoring categories as well, but i'm not sure just yet how I want to do that.

I think letting each entrant use their own palette would be better, just have them submit it before the contest gets under way or something?

Okay, I think I have decided to hold the event from August 10th (Sunday) to August 16th (Saturday). That is in several weeks, giving people time to complete the Colab and 48 hours contests and have a couple weeks off to freshen up. Be contemplating the general idea of your entry and the complete and official rules and regulations will be submitted the day of the contest.

Actually, we could probably do this a bit earlier, given that the majority of people interested are not participating in the collaboration contest going on. How would everyone feel about starting...maybe on Monday? If it is too soon, then I am fine with keeping it at the original date. Let me know guys.

You will use a 16 color palette, but further details will be released when the contest starts.
Aeth, Newbie, and Mazin are all cool with starting Monday. Everyone else that is interested, please let me know if this is okay with you as well.
