Roguelike/Ultima-like combat

I'm not sure if this needs to go here or in Game Discussion, because this isn't a serious Q&A, it's just a curiosity - this is probably way above my pay grade. Is it possible to make a roguelike combat system, without doing something like using an extended Hampsterspeak version or something (as I saw TMC posting in a thread about recreating Pokemon Mystery Dungeon)? I'm using the term "roguelike" because odds are it's more familiar to people than Ultima, which is more or less the same - combat on the map where each character takes a turn to either move or attack etc.

There are definitely some existing examples of roguelikes in the gamelist, they are just harder to find while the gamelist tags are broken
