In Windows, Control Panel > Keyboard lets you set repeat delay and repeat rate. I would imagine OHR honors those settings, since I don't know how else it could vary. It doesn't, though. I bet a lot of my script suffer from this too. I tend to use keyval in the same way you do. I was not fully aware that changing typmatic repeat was a thing that people can actually do.
