No harm in having more than one character of the same class. I see no problem with that. Also, don't worry too much about alignment. Just play the character however seems right. Both of those are great! If you go wit the Janitor, look at the Monk class-- they are more like Shaolin King-Fu movie monks, and less like Friar Tuck monks

If it's not asking too much, what's the general racial makeup of the city? Is it predominantly human? How out of place are elves, dwarves, or kamelmen? The city is a mix of standard D&D classes. Humans/Elf/Dwarf humanoids are the largest plurality, but even combined they are not a majority. The...

Both the Unburning and the Rain God Curse are ancient parts of the landscape. They were already in place before the city was built, a few hundred years ago.

I would even say that growing up with Tammytharn as adoptive Mom, he probably heard stories about Kalar that sugar-coated her memories of him, and glossed over the bad stuff.

Is it plausible that someone could've come to the city not knowing about the fire restrictions? Yes. You would have had to epicly failed at reading the travel brochure, but it is totally possible.
