Cursor position seems to be retained, but anchor point is shifted. I've noticed this one, too. Wait, nevermind--Vikings doesn't cause this particular bug when opened twice in a row from game.exe. It gets something much worse! At least the "Ypsiliform Release" version (...not sure why I still have a two-versions-old version hanging around, but it's there. XD) When I tried it just now...

I was aware of a problem with not cleaning up game temp files, but I thought that was also fixed a while back (Zenzizenzic?) and that applied to sprites, not box border palettes. I think this might be a different bug than what Fnnrf remembers I remember this one, too--battle sprites weren't getting...

For my bugfix/feature request... fixing bug 743 (if an equipped item makes one of your stats hit a stat cap, unequipping it doesn't work right and may even drop your stat to 0 or worse, negative) would be nice.

Assuming this hasn't been fixed yet, anyway.
