Yes, just manually use the dropper one color at a time and construct the palette into a 16x16 picture, 24bit bitmap file.
Here's the doom palette: http://images4.wikia.nocookie.net/__cb20050131043949/doom/images/2/2d/DoomPalette0.PNG
Remember; you will have to export and re-import all your graphics between the changing of palettes.
have fun.

THERE IS A BETTER WAY.
You can import 256-color BMPs as palettes. The colors may not be in the order you want them, but you can rearrange as desired.
Mega Tact v1.1
Super Penguin Chef
Wizard Blocks

No eyedropper madness required. Just resize that .png file to 16x16 using NO interpolation (to make sure it doesn't blend or blur) and then save it as a 24 bit bmp file. Then you can import it as an OHRRPGCE palette
EDIT: actually, I just did it myself here it is in OHRRPGCE importable format:

Thanks for the palette stuff. By the way, when i imported the palette, everything came out all weirded out and stuff. My tiles i had made looked distorted, and my characters looked funny. how can i fix that?
Export them using the old palette and re-import them with the new one. I think.
That's basically the way to do it. You're still going to have to do some manual touchups but... it's worth it in the end.
I actually started Skyfall using the old ohrrpgce palette, and realized after doing quite a bit of work that that particular palette has very few colors I wanted to use. I dreaded the idea of switching to a new one but I'm glad I did it.

I mean, i don't really like the idea of switching palettes, considering that the original palette for the OHRRPGCE has just about every single color from doom, which is strange, and I don't like the idea of starting over again with the drawing stage. So i left the master palette how it is, but it still looks pretty good. By the way, i'm looking for some help with the actual mapping though. anyone interested in helping with the game?

You don't have to start over from the drawing stage. You just need to export all your sprites and tilesets, import them new master palette, and then re-import the sprites and tilesets that you previously exported.
Strangely though, and I do thank you for your help, but somehow the OHRRPGCE's color palette actually does look better than the Doom palette's for some reason. It had the original Doom palette colors, and more. I just tried importing with the doom palette, and it looks ugly as heck, judging by the way the titlescreen looked.
But thanks for all the help. Oh, and everyone who asked about it, I did fix the dune zombie thing. it was a graphic glitch.

This is a Glyptodon. A giant prehistoric armadillo!
I think I'll make it roll into a ball using spawning tricks and have it take much less damage. Maybe get mad while it's attacked like this and take revenge when it unrolls?
(Pretty sure these could not roll into a ball like their present-day relatives, but I really don't care. Screw physiology! I have artistic license!)
