When I test or play my game with the FPS tweaked to 60 in Edit General Game Data, it starts out at a smooth 60 FPS. However, clicking away from the game.exe window and then going back to it seems to reset the FPS to the default. It won't go back to 60 FPS until the game is exited and restarted.
Just something weird I've noticed -- I might just use the default FPS for the sake of consistency. Also, the "selected text" color for slices flashes so fast in 60 FPS that it looks like solid color, and I'd prefer having a flashing color for selected items.
It is best to keep your FPS at 30 or lower for now. If you want to use 60 FPS, you must avoid the gfx_direct backend because it has problems that prevent it from going above 30 in most cases

Press Ctrl+tilde to show the frame rate. When the framerate drops, what does it drop to, 30? As James suggested, the problem is probably gfx_directx using vsync. If you click on the icon at the top-left of the window you will see "Options" in the menu; in there you can disable vsync and see whether that fixes it.
Even at 18 fps I can barely tell that yellow and white are flashing. Far more noticeable at higher framerates with two other colours; I think it creates an interesting look to use something else.
