Isn't this contest really similar to the Littlest Game Contest mogri held back in January 2013?
Maybe that contest could be used as a sort of template or example?
In any case, I don't know how successful this contest would be given that all the games for mogri's contest were very heavily scripted.
Also, seeing as how the main contest that focuses on the idea of rpg only is currently still underway, perhaps this isn't the best time to be bringing up such a contest.

OK, that version of CUSTOM.EXE is definitely corrupt. It is exactly 5*2^15 bytes long and has been cut short. That also explains why some of the data files were missing: it was split over multiple floppy disks and something has gone wrong; possibly a whole floppy disc was missing.
I'd be very keen on finding a working pre-2000 copy of custom (as well as games that old: I only have ~20 from 1999 or earlier). I just tried scanning the CP, Op:OHR, and Bahamut gamelists, and while there were several .zips containing custom.exe, the oldest was from 2003. You might have to settle for the version from 2000.

Good detective work on determining that it's corrupt, I thought it was weird that it wasn't working since DOSbox is pretty robust these days and should be able to handle 99.9% of things. I wish I had those old CUSTOM versions too but a sibling deleted all my stuff off one of my old computers over a decade ago.
Well, this was mostly just a "haha oh my god what-if" idea that I thought was highly amusing and could perhaps produce some truly ridiculous contest results. Wasn't entirely serious about actually organizing it.
I think there are several OHR users around here who still have a lot of very old OHR-related files on a harddisk somewhere from over a decade ago. Unfortunately I lost everything from before ~2007.
Yeah, I forgot to mention the Littlest Game Contest. But actually this would be completely different to that:
-no restrictions on colours, controls, screensize, etc
-there was no plotscripting in 1998
-BAM music
-creating the games would be a different experience
On the other hand there's a heap of overlap with the HotOHR.

I had some from when I was a snot-nosed kid, but I have no idea where they are now. I think I lost them when I moved to my Grandma's back when I was 20. (Oh God I feel old now!)
