It's been 10 years since I've made a game, and I'm working on one now. The layout hasn't changed much, but there are still a few things throwing me off. Also, I tried making a 24bit backdrop for battles with MSPaint, but it seems the older versions of paint worked better since large portions were missing once imported.
Gimp certainly does export bmp files.
Note that:
-version Beelzebufo has trouble importing 24 bit bmps exported by Gimp and a number of other programs. This is fixed in nightly builds
-it's best to convert your bmp to the same palette as your master palette. Custom's remapping to the master palette is still very poor.

How would I convert it to the same palette? Sorry, not very savvy with image editors other than a few photo manipulation tricks. When I clicked "export as" on Gimp I didn't see BMP anywhere.
Also, I have the nightly build from 3 or 4 nights ago, so I should be good on that front.
EDIT: what the hell? I couldn't even find "Export" in my Gimp, and so I looked it up, and it seems they totally changed file saving in 2.8
I am still using Gimp 2.6
I'm using Gimp 2.8, and Export/Export As is in the File menu. Saving and exporting are separate options. To export as a .bmp file, just use a filename ending in .bmp. (The format called "Windows BMP Image" which is probably why you missed it in the list.)
You only need to convert to the palette if you drew your backdrop in truecolour or not using the same palette as your game. I thought we had this process for Gimp documented on the wiki, but I can't find it. I guess every time someone asks we've just described it on the forums (we should put our answers on the wiki instead.) Anyway, I know that there is some way (have managed in the past) to use the palette from one image and convert another image to it, but I couldn't figure out how. These days I use Grafx2 instead

I use Photoshop CS5 extended for my games (everything actually), so I can't really help as far as Gimp stuff is concerned.
The newer MSPaint for Windows 7. I haven't tried to make anything for the OHR with it, but I have toyed around with it a fair bit and I know you can save .BMP files with it okay.
I think that the issue there is the new MSPaint default palette doesn't match the OHR's Master palette and that can cause this "oopsie" to occur.
Not 100% sure on that though. I'll test it after I get home from my surgery today and see what's going on.

I'm not sure what version I'm on. It's probably been around 6 months since I updated it.

Ah, that would explain me not seeing it.

Hope the surgery goes well. May the doctor bless you with good opiates, lol. The new Paint confuses me a bit. I think the regular palette matches, but I tried using a different color and that's where it went black. I have never tried Photoshop. Is it big? I have a data cap on my internet.

OK, figured it out. In Gimp, first open a 8 bit BMP exported from your game, so that it uses the master palette you're using. Then in the Image->Mode->Indexed menu, select 'Use Custom Palette', and click the little palette icon. At the top of the list of palettes will be "Colormap of Image #? ([Untitled])". You can import a palette from an image to save it permanently, from the Palettes menu.
Playing around with it, the results from GIMP are terrible in some cases. I think it must be a bug.
Hang on a minute, in the first message of this thread, what did you mean by "large portions were missing once imported"? If you have a bmp which doesn't import correctly, other than the colours being badly selected, I'd definitely like to have a look at it. And even if the problem is just that the colours are off, it might make a good testcase for improving import.

Thank you. It went well and my recovery is going nicely too.
(Gallstones suck.)
My Photoshop was only 1.14MB, but that's because it's in a .zip file. I'm not sure how big it is, once installed.
