Thank you for the information! So i've been working pretty non-stop the last few weeks on a classic fantasy RPG, I'm more than sure it's over a half hour of game play, probably closer to an hour, it has a boss/return to town deal, I think it's met the requirements! I'll double check everything over on sunday and post it sunday night.
I don't expect to win but like you said I think the chance for getting feedback from the community would be tremendous!

Okay, I gave you guys an extra day due to a combination of being too busy and too tired to check earlier, but Heart of the OHR 2014 is now officially over. Yay.
So, what's next? Now we vote.
Voting is something the Heart of the OHR has had trouble with before, but I've come up with a system this year that could help normalize the process. If it goes well, we'll keep it for future use.
Your job is simple: Play at least 30 minutes of each game (though we prefer you play the whole game) and rate it between 1-10 based on how much you like it, with 1 meaning you hate it and 10 meaning it's the best you've played, ever. At the end of the contest, I'll compile each game's votes into an average score, and that will determine winners and everyone else.
You can certainly update your vote as you play. I won't actually tally the points until the voting period ends, so if you need to make changes based on additional play, you can. Just don't base your score on other people's opinions. You may love a game for the same reason someone else hates it, and that's fine. They may give it a 1 or a 2, but you should give it closer to 10. You don't have to please anyone with your vote.
You're both free and encouraged to talk about the entries in this thread. Why did you give it a 6 when everyone else is giving it a 10? Why did you give it a 10 when everyone else gave it a 6? Ultimately, we're not discussing results to affect other people's opinions of the game, but each author could learn something from any and all discussions about his or her game. So, discuss away.
Once the votes are in, I'll compile the list and post a fancy-ish results page somewhere. With HamsterSpeak gone and any official magazine nonexistent, I'll have to improvise. But we improvised in 2012; we can do it again this year.
To paraphrase key voting points from the top of this thread:
-I will not close voting until I have a minimum of 10 votes, so if the deadline comes and goes and I have fewer than that, voting will remain open until the minimum is met. I want all contestants to have a fair playthrough and comment/critique/score for their games.
-The gist of this year's changes will include the adoption of the 5-point average, the peak vote target range, and the two-thirds vote system.
Five-point Average: Any game that falls short of the peak vote target range will receive however many fives it takes to reach the two-thirds margin.
Peak Vote Target Range: Identifies the game with the most number of votes and uses its vote count as the determinate for the contest average.
Two-thirds Vote System: Caps the required voting minimum at two-thirds the value of the peak target. Any game meeting this minimum cap will not receive additional fives to pad its average.
Basically, this means that whichever game receives the most number of votes will become the bar every other game must match. Obviously, being the game with the most votes means that the others won't match. The 5-point system combined with the two-thirds system will allow it to match.
So, if 16 people vote on Fantasy Lands, 15 vote on Troubled Waters, 11 vote on Cats in the Cradle, and 9 vote on Punch Me in the Face, Fantasy Lands becomes the bar that the others must match.
If 16 votes sets the peak range, then a game needs at least 11 votes to make the 2/3 cap requirement. This means that Troubled Waters and Cats in the Cradle can suffice on the votes they receive.
But, with only 9 votes to its name, Punch Me in the Face falls short of the cap, so we'll adopt the 5-point system to help it out. This means that votes 10 and 11 will receive fives. This prevents it from stealing a top spot due to fewer scores affecting the average, which has happened in the past.
So, that's voting.

The .exe for Dragons! seems to be just the Windows installer produced from the Distribute Game menu. It's obviously a good idea to scan .exes you download from the internet, including copies of game.exe if you use those. But if you want just the .rpg file, I've mirrored it here. I can confirm that it certainly meets the eligibility requirements.
I still think the scoring system is unfair in that is places considerable weight on number of votes obtained (up to a 50% advantage), but I guess it probably won't matter too much if the majority of people vote for the majority of game, and it's a bit late to complain now. It's also still a lot more "fair" (at ranking quality over popularity) than plenty of alternatives.

The rules for voting are certainly confusing.
I apologize if I am relaying this wrong, but basically, if a Game A gets 1 vote at 10/10, and Game B gets 5 votes of 2/10 hypothetically, does this disqualify Game A for only having the 1 vote?

I am actually considering the possibility of implementing a minimum vote rule for those games that hardly anyone wants to play, but I'm not yet there, and I don't know if it's even a good idea. (It probably isn't.) I'm convinced that no voting system will ever be perfect since voter turnout is always unpredictable, so I'm trying to go with what's fairest to the games that are solid examples of strong performance and popularity. I think this year's system is the fairest so far. After all, if 12 people vote on one game but only 4 vote on another, why is the other getting only 4 votes? But I won't pretend this system is perfect. It is, however, the way it's gonna be this year.
To answer your question, no. Not this time, at least.
First off, any game that gets five votes, with each vote scoring 2/10, that game will still average a score of 2, so it won't be much competition for the single 10 vote.
Secondly, the single 10/10 vote would automatically win the contest under the old voting rules, because no game is thrown out, which is precisely why I'm implementing the 2/3 rule this year. Under the 2/3 rule, the game that got the single 10 vote can't steal the contest because the game that earned five votes forces several dummy votes to represent the voters who should've also voted for the game with the single 10 but didn't.
So, instead of:
Game A = 10 (Avg. 10)
Game B = 2,2,2,2,2 (Avg. 2)
Game A wins!
We have:
Game A = 10,5,5 (Avg. 6.6)
Game B = 2,2,2,2,2 (Avg. 2)
Game A wins anyway!
As you can see, the 2/3 rule does affect a game's individual score drastically (potentially), but only to level the playing field. It gives those with fluctuating scores above 6 (that more than one person voted on) a fighting chance against it.
Again, this rule is only for those games that no one wants to play. If the voters give every game a serious chance, we won't even need this rule. That's sort of the point for having it. I want to remind voters that their vote is necessary and that every game needs them, not just the popular ones or the short ones. If the game's score tanks because the 2/3 rule brings it down, that's on those who didn't want to give it a fair chance.
Hope that clears things up a little.
Ulitmately, you don't have to worry about the additional rules; that's my job. Your job is to play a game and give it a score from 1 to 10, then move on to the next game.
