Hidden layers

Is it possible to use tags to enable and disable layers? This would be good for effects seen commonly in the old Dragon Warrior games.
(example)

I sorta want to know. I can fake the effect with NPCs, buuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuut that doesn't work for, say, merchant NPCs hidden under them since only one NPC can initially exist in a single spot at a time.

It IS possible to put two NPCs on the same spot, though. Put one down with the spacebar and then another one on top of that one with CTRL+arrow keys (depending on which direction you want it facing.)
FYS:AHS -- Swapping out some step-on NPCs for zones + each step script

I have never known this.
still, I'd prefer to use tileset layering enabling/disabling.

Yes, you can hide and show layers with slice commands. I created an article on it (should get into the habit of doing that)

How do I hide or show a map layer?
