So far I only know the cloak gives him a permanent shield. Otherwise, just what it is.

I did some major cleanup in effect code yesterday, so tell me if you see any oddities. Relatedly, I fixed a bug where the effect duration didn't increase when you targeted someone else who already had that effect (see this move for an example).
