I can't agree with you more on the characters, ESPECIALLY Angel De La Muerte. How do you get Hulk Hogan and then make him play the calm, brooding, somehow even SENIOR mentor?! Let him go crazy, gnaw on the scenery! Even when he was doing crazy stuff like making you drive a car with a tiger in the passenger seat, it didn't seem ridiculous enough and being Hulk Hogan didn't make the situation any zanier. Mr. Miyagi would've had more chemistry, and Mr. Miyagi's dead.
I'd have LOVED for Hulk to play Killbane, a lot of his mannerisms would've added so much to the character. As it was, I thought he was kinda whiny to be such a big villain. I'm also with you on Team Zimos, why didn't they find that guy something to do? Even just strutting around town, hitting people with his stick would've been enough in my book.
Kind of surprised to hear you liked it, 'cause I thought some of the running around naked and big floppy dildo stuff was too much. Great review!

Jokes like that are generally really, really hard to nail in games but Saints Row did it right. The same things would have felt stupid and horrible in GTA4. The whole world's built up so crazily that you can just look at it and say "yes, this is what happens in this city."
Hogan getting to go nuts as Killbane definitely would have been a better use for him. I am not sad at all that Angel doesn't even get a mention in SR4. I am sad that Zimos gets completely dumped and Oleg is mostly dumped.

I'll be writing a full review early next week. Basically, the gameplay is hugely improved but the jokes aren't as good to me. Nothing about the city has changed. It honestly feels more like an expansion than a fully new game, but it's a really, really full featured expansion. The whole "be the president of the USA!" stuff goes away after the first act sadly. Unlike SR3, I actually enjoyed the side activities so much I went ahead 100%ed all of them before even getting half way through the story.
The writing's not worse, but the humor has changed. It relies way more on callbacks (there's an absolute ton of them, almost every major character from the series appears in one way or another) and pop culture references than SR3 did. I know people dig that kind of thing, but I personally don't. If you haven't seen They Live or the Transformers cartoon movie there are a couple of scenes/lines that actually don't make any sense at all. If you don't know who Keith David or Nolan North are some main story jokes make no sense (David) and the optional joke voice isn't funny at all (North). It's less satire and more "I remember that thing!" The jokes that are more in line with the other games are still really funny. The new weapons are all pretty great, love the Abduction Ray and the Black Hole gun. The Dubstep Gun is actually pretty awesome.
Also there's a really horrible stealth segment.
Overall I liked the gameplay a lot more than 3, but the characters/dialogue less.
