I'm not 100% sure, but I thin you would make attack 1:

Attack 1
Elemental Bitsets: Normal
Damage Math: Normal
Extra Damage: 0%
Chaining: 10% chance to go to Attack 2


Attack 2
Elemental Bitsets: Critical
Damage Math: Normal
Extra Damage: 200%


So if you have your enemy who dies on getting hit with the bitset Critical, you have a 10% chance of killing him.

As for the crit stat, I can't think of a cunning way to use it to modify whether or not a crit triggers. You could replace AIM I suppose, but if you're planning to replace the CTR stat, then I'm not sure if that would work.

Then again, I haven't been working with attacks/enemies for very long. Legacy hasn't reached that development arc yet, so I might not be the best person to be answering your question, hehe.
