Importing 16 color palette

You know, I did this without any problems for the 2008 8-bit contest, but I'm having trouble this time.

I have a 16 color master palette, saved in 8-bit/bmp format. I'm guessing that is correct? Anyways, I go to import it, and the colors remain the same from the default master palette. What am I doing wrong?
