Sorcerors always could, but only when they levelled up, which is a sticky situation.

That's also why almost everyone always plays a wizard and no one ever plays sorceror: Any scroll or spellbook a wizard finds can be another tool in their arsenal. A sorceror, on the other hand, only gets stuff on level up and can't like.. research or write their own slime. Of course this is 3E logic...
