Editing attacks through plotscripting?

So I was looking through the plotscripting dictionary, looking for a way to directly edit attacks [say, if I want to add an element to all a hero's skills, or boost up the damage of a skill if a hero is wearing a specific piece of equipment]... and there isn't any that I could see. It sounds a bit like the city being meteored and the city being destroyed by the kobold were two separate events.

Status update: my game is totally playable, but still needs most of its plotscripting done, as well as chests, npc graphics, and three larger graphics.

Sound effects and all the enemies doing intersting stuff is bonus stuff after I get the important stuff dealt with.
