I think the first game I saw that in was Mattgamerr's Lolsidothaldremobine. It does look really cool, but it depends on everything being in the right spot on the screen.

Being able to grab portions of the screen as a slice would be awesome, and it would make this really easy.

This isn't a utility, but if you want 16GB of sound effects, this has you covered. I don't know how long it'll be available -- it looks like they had a smaller bundle for 2015 that was taken down already.

The effort involved in removing the spambots is much lower than the effort involved in coding in the CAPTCHA.

Honestly, for the number of legitimate users that register here, I'd get a better return for my time manually handling user registration.

Pheonix and Giz both did a fantastic job this year, but in the end, I gotta vote Giz. There's clearly a lot of love put into his reviews, and little stuff like the captions make them fun reads, too.
