I just tried fiddling around with a counterattack that chained to another attack with a long delay, and found that the enemy will continue to use regular attacks during the delay. None of the attacks have the "delay doesn't block further actions" bitset on... and yet the enemy keeps using ...

Probably a reference to #22 on this list. Doesn't seem too likely that someone would put that exact sequence of letters and numbers on their game by random coincidence.. I doubt "6EQUJ5" could mean anything interesting, and is likely there for texture.
